Entering canada without PR card

Hi friends. My husband recently lost his canadian PR card while he was working in the USA. He is a US citizen. He booked his flight home to canada before he realized it's gone. I know he needs a travel document and I understand the process on applying for a travel document..and the he can only apply for a renewal when he is in canada...there just is not enough time. I'm wondering if anyone ever experienced this and it the border patrol ever let them into canada? The person on the phone said he will have better luck traveling on a vehicle...Its just too far of a drive

I spoke to Canada immigration on the phone and they said he wont be able to cross...but it usually depends on the border person at the gate. I'm just really worried because it's an expensive risk.

Best option would be to fly to nearest border.cross with copr and take a flight again.
Not necessary. With a US passport he can get on the plane unless he spends a lot of time insisting he's a PR (don't do this).

If he can get on the plane, he'll be allowed into Canada.
