engaging lawyer for submitting additional docs

We got a additional document request for my brother's WP application. original application document request was submitted by us without using any third party representative.

Wondering if we can submit the additional documents using a lawyer (third party representative)? are we allowed to do that? or we should have a representative first in place to do so?
