Without any details, it’s fake. GM Canada just closed a plant in Ontario. I doubt they are looking for foreign help when they have that debacle to deal with.
To help others see it is a fake offer post a copy here with personal details removed. These letters tend to go out in batches to many people at the same time on the basis they find someone with no common sense who will give away some cash.
