Employer letter signed by non supervisor

My first employer (a US based company) has been acquired by another company after I left, and I was able to get a reference letter from the HR department of the acquiring company today. This letter + a letter from my current employer qualify me to claim a 3 year work experience, which gets my EE profile to 442 points.

The problem is I'm worried CIC would reject the first letter because it was not signed by my immediate supervisor who left the company shortly after my departure (I left the company back in 2014, very few of the people I worked with stayed in the company).

Would it be safe to use a reference letter signed by this HR person who was not my supervisor?

Note that both of my employer letters contain all the mandatory information required by CIC.

Also if this is of any relevance, I spent 3.5 years freelancing between both experiences and I am not willing to claim points for this experience because I have no reliable paperwork to back it.
