I've emailed twice. Talked to the people in the office and left 3 voicemail. I haven't received a reply as to why I did not get my letter.

How can I circumvent this ?

Yea. Most employers are a**holes. Either they ignore you or do the policy does not allow drama. Try to get it from some senior coworker. If it's on letterhead well and good otherwise notarize the document.

I know some of the employers have HR people who are useless. In fact most of the HR people are useless anyway and should be fired. Anyway, I ahd similar experience with a company i worked for (and fortune 50 US company !!!), I created a lot of stink sent emails to VPs, SVPs and who not, though people got pissed off, my work got done :)

So I got somewhere. They included everything except my job responsibilities/duties. They said they couldn't because it was policy.

How can I manage this particular issue ?

well you know what? piece of shit useless HR of my current company are saying same thing? that they cant write job duties, whereas my previous companies gave me with job duties. Some HRs are useless piece of shit. Anyway, i recommed get job responsibilities from manager maybe? I don't know, just a thought.

I did that for my current job. HR letter showing information such as working hours, salary, job title, start date, etc.. In addition to that, a letter from my manager highlighting my tasks and duties. Both stamped by the company though.

Excellent, if my HR does not budge, I will first threaten them with legal action if they still dont budge then maybe I will do same as what you have done.
