Emergency ETA for Canada

Hi,
My mother is now in the US on visit visa from India. Her Greencard is under process. She has an advance Parole card. Her brother who lives in Canada is in the ICU with a brain aneurysm and condition critical. She wants to see him urgently, should things go down for him and he doesn't survive this. Can she apply for an ETA and will she be given an emergency visa? She will return within a week. Will there be problems with her return at the immigration counter at the airport? Any help will be appreciated. Thanks

She needs to apply for a TRV. She won't qualify for an ETA until she has her green card.

She can request urgent processing when she submits the TRV application however it's not possible for any of us to say how quickly the application will be processed.
