Eligible for CEC, LMIA exempt. What happens next year?

I am going to apply for CEC next year.

I am eligible for CEC:
-Graduated from a college in Canada
-Currently working full-time under PGWP (LMIA not required)
-NOC B occupation

LMIA will not be issued for my occupation. It's not an occupation in demand.

My guess is that I will not get an invitation under Express Entry since I don't have LMIA. What happens then? Can I still apply for CEC without Express Entry and get a PR? I can't be a permanent residence without an invitation under Express Entry?

As far as we know right now, all CEC applicants after January 1, 2015, will have to go through the express entry system.

The only alternative for economic class immigration is through the PNP program, which will continue to have it's regular stream as well as an EE stream.
