Not a good or bad sign. All part of the process. Eligibility and background checks can take months. What did you apply for? What country?

Weeks. Your timelines make no sense. Is your LMIA still valid? What is your NOC? What additional documents did you submit? So you applied in February 2023 and if so, your application is following a non standard review.

What is NOC? What documents were you asked to resubmit? When does LMIA expire? Is employer still willing to wait? Assume you aren’t citizen so what did you show to return?
