In that case you would need to obtain a TRV (visitor visa), travel to Canada and claim refugee status when you arrive in Canada. To be approved for a TRV, you must demonstrate strong ties to your country of residence and prove you have no plans on remaining in Canada long term. I suspect it will be very difficult for you to obtain a TRV.
If you wish to study in Canada and come to Canada on a study permit, you will first need to be accepted by a school in Canada and then apply for a study permit. as part of that application, you will need to demonstrate that you have enough money to cover your first year tuition, $10K in living expenses for your first year and travel expenses. You will also need to show ties to your home country and prove you have no plans on remaining in Canada long term.
You can also look into applying to immigrate through an economic stream like Express Entry if you have at least one year of full time paid work experience in a skilled occupation. More details here:
