Can we receive EI Parental benefits while being outside Canada for complete 35 weeks.
1/ Yes.
Am I allowed to leave Canada while receiving EI maternity or parental benefits

Yes, you can receive EI maternity and parental benefits while you are outside Canada. However, if you leave the country, please let us know by calling 1-800-206-7218 (TTY: 1-800-529-3742) and pressing "0" to speak with a representative.

Note: Different provisions may apply to Quebec residents who receive Quebec Parental Insurance Program benefits.
2/ Note that you will probably lose your Medical Plan benefits in Canada after 6 months outside Canada, and have to re-apply.

3/ You should check with provincial medical insurance plan to see if it will be suspended if you are gone for more than 6 months, 7 in Ontario.

Yes you need to call your provincial medical system and advise the of your absence. You must call and cancel any CCB you are receiving while you are away unless you have a child that remains in Canada. You will likely have to reapply for your health card or get them off suspension when you return. Please look at the residency requirements of your residential provincial healthcare system.

If you don't report your absences or freeze your CCB while you are away you can be asked to pay back money/services you received snd often with fines.
