There is a question on the Express Entry form which is:

'Has MY NAME applied to Immigration, Refugees and Citizenship Canada before?'

The form then asks for a Unique Client Identifier (UCI), which is something I have never had.
I applied for an IEC but did not get one as I reached 31 and so became ineligible.

I'm not sure if this counts, it is an application but I didn't get accepted and didn't get a UCI.

Would are peoples opinions on this?

In theory no, however it's safe to say yes and explain it in your LOE rather than be found to be 'lying'.
