All jobs in NOC 0,a,b will demand LMO. And those which do not demand LMO are not eligible for FSW (EOI).

Not exactly so. If it is going to be as in Australia then you still have to get points. Of course, if you have a job (already in Canada) or you have a job offer (with LMO) you will get more points and that could take you to the head of the queue. But still everything will depend on points (and, possible like in Australia, on occupations in demand).Candidate who has job offer will be given priority
