Hi,
I have some strange and annoying situation.
My Express Entry application is under review for 10 months already and when I thought that everything was done (together with my biometrics), one month after my biometrics were done, my husband - who is a non-accompanying spouse - got a letter with my application number stating, that he needs to do his biometrics as well. We didn't pay for his biometrics, and while I called IRCC, their only response is that: "this is for security reasons". Two days before my husband's biometric appointment all appointments were cancelled since the virus is spreading around the county...
My question is - is biometric for a non-accompanying spouse (who lives with me in Canada having a visitor visa) became mandatory for an EE applications?
10 months already and there is no light in the tunnel...

Your husband needs to give biometrics in order for your application to be approved. Yes - it's mandatory.
