Again yes, if you would like to claim CRS points for his IELTS.

Should we plan to apply together or he can come on dependent VISA once I get my PR and move to Canada.Purse suggets

Recommendation is to plan together. Spouse Visa takes another 12 months when you apply after PR. (means if you apply alone).
