eCOPR group email notification

I received eCOPR congratulations email. I’m happy about it but I saw the email CC’d (rather than BCC?) 20+ other people (emails fully visible). The email is legit from IRCC (@cic.gc.ca). Is that common practice? That sounds like a privacy nightmare.

I've never heard of this - it does sound messed up.
