ECA required for PR + SOWP

Hi Guys,
I'm an indian citizen currently on a PR . My wife will be joining me on a visitor visa soon. We're planning to apply for inland spousal sponsorship and OWP simultaneously. But i'm confused as to whether she needs to get her ECA done. She has a bachelors in engineering and currently working in europe. Can anybody who has done this before help me with this?
