ECA from WES

Hi,
I am having my bachelors degree from Anna university. As a first step of Canada PR process, i am requesting for transcripts from my university.
In the request page , i have the below documents that can be requested.
1. Transcript and Degree Certificate Attestation.
2. WES authorization Form.
3. Non Issuance of Individual Mark-sheet Attestation (Notification Letter)

Out of these, what all should be applied which i need for ECA.

If i need to select option 2 as well, will the transcripts be directly sent to Canada WES address from the university or what is the purpose of applying WES authorization form. Is it mandatory to get it from our university.

Through iTranscript I have applied for
1 Transcripts & Degree Certificate Attestation
2 WES Form Authorization by University

Today I have received mail from iTranscript stating the below.
"Due to change in e-service the Other Certificates cannot be processed, Please approach the University"
Refund Processed ( Certificate(s) ) :
Certificate Name No. of Sets
WES Form Authorization by University 1

What is the procedure to get this WES Form Authorization signed by Anna University .
