My ECA was sent by WES on 28 March by standard post but it has not arrived yet. I reside in India so how long does standard post would take?

Have you checked with your local post office? It takes a few weeks, but nowhere near two months. I'm guessing it got lost somewhere
Should not take that long - however you really don't need the ECA hard copy since it does not have to be uploaded. CIC will verify it directly on the WES website. Worst case, you can ask WES to send you a duplicate and choose courier this time.
Does the hard copy looks exactly the same as online? I mean us there any addtional information on hard copy of ECA?

The hard copy has an enclosing letter addressed to the applicant and WES stamps/seals on each degree evaluation page.
Also, it has been advised, against my understanding and all common sense, that one should upload a copy of their WES evaluation even though there is room to provide ECA # in our EE application. It would serve as a failsafe, if, God forbid, there is a typo while keying in the ECA #.
You can safely upload the soft copy which is available on WES website. Include it with your degree
