Your question - should I tell IRCC - here's the deal: if you don't, and New Zealand mentions this matter to Canada in your background check, you could be refused and banned for 5 years from Canada for lying. There is a question on all applications that asks if you've ever committed a crime, not just if you've ever been convicted.
What I would encourage you to do is mention this event on your application and state that you received a fine, and include any paperwork you have that documents it.
There's a really good chance NZ won't say anything and Canada won't notice, but in my opinion, it's always better to be up front than to have to try to explain it later.
