I am an international student currently on my co-op work permit. I might be getting my course completion certificate by Nov 2nd week 2019. My wife had applied for an Open work permit and it just got approved. I have already booked flight tickets for her in Jan 2020 to be here in Canada. I have booked it in Jan because we have a family function to attend in Jan 2020. So I will be going back in Dec 2019 and will be coming back with her. Will it be a problem for her arrival if I apply for my PGWP before she arrives?

My student visa and her work permit visa has validity till Nov 2020.

Please suggest a way to handle this situation.

Did you inform CIC that your graduation date was so close? Did you change programs? It is very unusual to get approval for an SOWP if the spouse is close to graduation. Normally spouses are denied and CIC expects you to apply for SOWP when the other spouse has PGWP, 3 pay stubs and works in NOC 0,A or B.
 
Sorry, there is nothing called a course completion certificate (My mistake). I will be getting my potential graduate letter by Nov and my graduation date will be on January 24th, 2020 only and I actually have a full-time offer in hand. Is there any issue when I bring her here on Jan 22nd, 2020?

No, there shouldn't be any issues.
 
Did you change programs or schools? If you changed schools did you update CIC? Study permits rarely expire a year after graduation. Usually it is a few months.
