Based on my experience, Wal-Mart doesn't do a very good job of checking. I applied before Christmas for jobs at two nearby Wal-Marts. Both called me for an interview.

I attended the first interview and was hired within a few hours. I asked when I could pick up my LMO. There was a long pause. Then a lot of backpedaling. The hiring manager had overlooked the fact I marked "NO, I am NOT legal to work in Canada."

A week later, the hiring manager at the second location called and offered me an interview. I asked before agreeing about the LMO. He had also overlooked the fact I was a foreign worker!

It was annoying, wasted my time, and money for transit. However, I'm not entirely sad because I don't really care to work for Wal-Mart anyway. I don't even like shopping there!
 
Read again - both had a SIN. They did not have an off-campus work permit, that is why they are in trouble. Deportation seems harsh though, considering someone on the forum recently received a 6 months ban for working for a few weeks without a permit. No deportation.

normally, if you have a SIN, nobody bothers asking questions. Most dont even know that temp SIN numbers start with a 9.

as far as getting caught, i'm pretty sure someone complained to CIC. I dont think CIC and CRa have some sort of exclusive arrangement. even if they did, it would take CRA a while to figure out if you worked for more than allowed hours. Franly, they are more concerned with you paying taxes than how much you work.

there's always a story to these cases. and its probably a known person who complained.
