Doing graduate certificate after masters degree

Hi guys
I have done my masters in mechanical engineering from uk. Now I want to do graduate certificate in manufacturing management. I consult some study consultants and they told me that there are chances of refusing visa, because i already got master degree and I am going from higher to lower degree. I need some suggestions from you.

They are right. However, Masters is a way to science, graduate certificate is the more practical thing, so if for your job and better career you need some education in manufacturing management (like you work at manufacturing plant and would like to grow as a manager) , then applying for certificate in manufacturing management makes sense.
