Hi,

I have been working In Quebec for 1 year on my post graduate work permit (without LMO). I am planning to get a PR and move to Ontario. I have two questions:
1) Am I allowed to apply for express entry without a job offer in Ontario as someone living and working in Quebec currently?
2) Would my work experience (NOC skill level A) in Quebec count towards points for canadian work experience?

1. You're allowed to apply, but you'll have to show your intention to leave Quebec.
2. Not sure.

1. As Doda said. Leaving Quebec (and your job) before or at the time of applying and attempting to settle in another province is the best way to prove your intention, IMO. It's easy if you are a single guy.

2. Yes, it's Canadian experience.
