Does whole family need to be present when sending passport?

We received our request to send our passports last Wednesday. Reading the website, it seems that we might need the principal applicant and all dependents to go to VAC for the signature and possible biometrics. Is this the case? Or can we have one representative send all passports together?

Our VAC is in Manila.

In my case , only my Mom went with my Dad's passport and authorisation letter , No questions asked

If there is no biometrics requirement (or has been fulfilled), you can take all the passports along with the VFS receipt (if issued) or an authorization letter from the applicants.
