some offices are definitely faster than others. I think Islamabad is going pretty fast, I don't know if its faster than london.

If you are in Saudi Arabia for a period less than one year you have to apply at your home country which is Islamabad. If you are going to apply later after completing one year in Saudi you can file at London.

My understanding is a little different.

You just have to be admitted into Saudi for a year. Even if you are there for less than 1 day but you were admitted into Saudi for a year or longer, you can apply from there. It cannot be a visitor's visa but in general, any other visa that allows you to stay in the country for more than year gives you the right to apply from there (even if you were there for 2 hours).

As I noticed, London is currently faster than Islamabad.
-U have to 'complete' 1 yr of residence in KSA for taking London as ur CHC.
-They'll ask u for the 'residence visa', it's legal translated copy in English.
-The visa must reflect 1 yr old 'date of issue'. In between where u stayed is of no concern.

Here is a different interpretation from PMM. The key word is 'admitted' not stay. I concur with Rupeeshari. Maybe others can suggest too.

guys, rupeeshari and new2canada are absolutely correct...you should have 1year residence visa atleast to apply from that country...your stay doesn't matter...i have also applied from uae just after 3months i entered that country and there was no prob.
and yellowtopaz, you can apply to london chc anytime and i feel its better to apply from there as you are currently located there not in pakistan.
