Sydney does not count points. They just check if the application is as per the ministerial instructions.
 
The reason for establishing the CIO is to reduce the work load at the CHC by approving applicants that are eligible-with the 67 point and on the minister 38 list.

That is what I understood - CIO counts point and check Ministerial Rule. I think that should be in OP6
 
No. CIO does <b>not</b> count points. They only determine whether your occupation is one specified by MIs. It is still possible to have your application rejected when you've submitted your full documents to your local visa office due to having insufficient points.

Don't be deceived.What happen is that CIO will count based on the information provided while the CHC will check your application with all the supporting documents in order to award the point.
Take for example,you state that you are an expert in English language and awarded 16 point but you submit an IELTS test result to CHC and you have 10 points,you will definitely be rejected.
The CIO idea is to separate the boys from the men.

And just how would they count points? You send no proof of education, work experience, etc.

I believe the CIO counts points to filter applications which dont get past the cut off of 67 points or dont qualify as per the MI list of 38 .

They do not check for proofs at this juncture , but the counting is based on the information you provide to them on your application form.


This is what the instruction guide states:

" An officer will review your application to determine whether:

> your application qualifies for processing under one of the three categories described in the Ministerial Instructions"

The above can be determined only if you have the required number of points and if you qualify as per the MI list of 38 occupations.

Why would you logically even have a CIO if it wasnt to do this kind of preliminary check and guide applicants if they qualify for the next round at the local visa office?

They even recommend to take up the IELTS before sending the app to CIO , so that it could give them a true picture of the number of points you earn.It is a different thing that most of us generally enter pre-determined Language levels on the application and take up IELTS at a later stage.
