Does OINP still sending NOI to IT nocs??

No they haven't resumed in sending out NOI. However, one can speculate they will start issuing in coming weeks. In such cases, it is recommended to recreate profile.
Keep in mind that, NOI's which will be issued before december 2017 carries validity for only this year. It turns invalid once it passes 2017.
Plan accordingly.
