Does my wife needs to get her PCC in US(Indian consulate) or in India

My Wife's passport was issued in India and she moved to United States 16 months ago. She is getting her FBI clearance in US. She is visiting India on 1st Jan. Our question is can she get her PCC from India using her Passport and Indian Address proof or she needs to get it from Indian Consulate in US?
