Does it have to be the PRINCIPAL APPLICANT who gets a job offer?

Hi guys,

I've read here that getting a job offer from a company in the province that nominated you might speed up the process at CIC (i.e. the employer can send a letter to CIC informing them of the job hiring).

My question is: does it have to be the principal applicant who gets the job offer? Can it be the spouse/dependent?
