Nowadays yes..for OINP nominations they give preference !!

Do you mean preference in regards to nationality or the country you are applying from?also does that apply to express entry also or only to pnp?

For all programs managed through Express Entry, there is no preference other than the CRS score. You should know this by now.

I am asking because some believe that every place has their visa processed through different offices for example middle east has certain offices,europe other ones etc but am not sure if thats true

Not "some believe", it's absolutely true, and it's on the CIC site if you look up their visa offices. This is also confirmed in the case notes (GCMS). Some offices are faster or slower than others.

Process time: yes, but is diminishing. CIC is starting to send files to visa offices with shorter process time regardless of geographical location to equalize difference in process time among VOs
