Does he need CELPIP again?

my friend ( he is temporary worker with LMO) has applied for AINP on November 2014 and his CELPIP score is as follows:
listening 4
speaking 5
reading 5
writing 5
now my question is, once he gets (possibly) AINP, does he again have to give English test for federal. If yes what is the minimum score to apply for federal PR.

If he will apply in EE under FSTP, YES he should take again the CELPIP. He did not passed his Listening Test, It should be CLB 5 minimum. Here is the link...http://www.cic.gc.ca/english/immigrate/trades/apply-who.asp
But if he will apply under PNP I think he is fine with his score.
