Does expire toelf cause delay in study permit?

I submitted my study permit to delhi vfs on 30 th may with an expred toefl. Its been 10 wk still my application has not gone through review process!! I have full scholarship for my masters at ualberta with funding!
Is this delay due to my toefl?
