Does everyone get a PPR before COPR? Or are there any occasions where a PPR is not issued?

Hey guys, I was just curious if there will always be a passport request prior to receiving confirmation of PR? Or do sometimes they not need your passport first? Is it country-dependent?

As far as I know every successful applicant gets a passport request. If you are from a visa exempt country you send a copy of the passport rather than the passport.

You either receive PPR in which case you send in your passport or a copy of your passport, or if you are an inland applicant, you are asked to attend a landing interview at an IRCC office in which case you don't need to send anything, rather bring all your documents to the interview.
