Does each VO has yearly quotas?

Is it true that each VO has yearly quotas? Like NY has already reached the limit. I hope Buffalo doesn't run out. Anyone know what happened in late 2009 for Buffalo?
 
As per my knowledge there is no VO quota, its NOC level quota.
