Does custodian have to be in the same city with student?

Hi everyone,

My brother is applying for a study permit to come to Canada to study. He will be living in Waterloo while I have friend in Toronto who can sign the custodian form. I was wondering if that's ok or they need to be in the same city?

They don't have to be in the same city - but they do have to be located "within a reasonable distance". Waterloo to Toronto is around a 2 hour drive. I have no idea if CIC considers that reasonable or not. If I had to guess - I would say yes, that's reasonable. But I'm not CIC.
