In the conventional CEC application, primary applicant does not need to provide ECA(Educational Credential Assessment).

From the new CRS point system for Express Entry, is it minimum requirement for primary applicant to provide ECA?

Yes, that appears to be right. To apply under CEC, one must apply to EE to get ITA to apply under CEC. For EE, one needs to provide an ECA.
 
This section makes it clearer:

Educational credentials

(3) In order for a foreign national to be assigned points under subsection (1),

(a) their educational credentials must be Canadian educational credentials; or
(b) they must have a valid educational credential equivalency assessment in respect of their foreign educational credentials issued by an organization or institution designated under subsection 75(4) of the Regulations.

To get the points for your foreign degrees, the ECA needs to be done and submitted.

CEC doen't require it currently but as the three programs are merged into one to make a EE , they can't ask one set of people to do it and avoid others , They will be streamlining everything under EE and I believe CEC will not be exception either to provide ECA.

"For candidates who are hoping to apply to the Federal Skilled Trades Program or Canadian Experience Class, an ECA is optional but may increase the points they receive on the CRS and improve their chances of being drawn from the pool."

ECA is only needed if you were educated outside of Canada.
 
ECA is optional for CEC but increases your point grid and the chances to be selected from the pool. You won't get points for education without ECA .

So is anyone doing their ECA now in preparation for EE? The ECA process seems to take several weeks.

I am supposing you will need to submit it when you create an EE profile but I can't be sure. Can anyone clarify please?
