Can an International student do a red seal program ?

They can’t participate in the apprenticeship program, but can be permitted to challenge the exam if the have the required skill and education.

Not sure how you are in an apprenticeship program on a student visa. Apprenticeship programs require the student be employed full time in the trade for 4 years with the educational portion of the program covering 8-10 weeks of full time study. A student visa wouldn’t allow you to work full time or be absent from study for 10 months if the year, hence the reason apprenticeships are only offered to citizens or PRs.
