Does a certificate program of one year from humber satisfy the trade skills prog

I, am looking to apply for culinary skills program at humber http://www.humber.ca/program/culinary-skills (or other college). If i complete this program, will i become eligible to apply for skilled trades program after 1 or 2 years http://www.cic.gc.ca/english/immigrate/trades/apply-who.asp .
