Hello,

do Canadian citizens who permanently live in another country still have access to the Canadian health care or not since they are not a permanent residents of Canada anymore?

No, if you are not resident in a Province, you lose access to healthcare till you re-establish residency.

Each province has its own rules on how long you can stay outside, but in general, anything longer than six months will cause you to lose healthcare. You get it back after you come back to the province and reside for the prescribed period.
