Does a Brazilian exchange student who is in US with a valid J1 Visa need to apply for a Canadian Visa to visit Canada while the US J1 is valid? If no, which other documentation shoud be provided?

Yes - you need a visitor visa to enter Canada. Canada and the US are two different countries. So having a valid US J1 visa doesn't allow you to enter Canada - just the US. Information on how to apply for a visitor visa to Canada can be found here:

Mexico and US are also two different countries but if you have a US J1 visa you do not need a Mexican Visa to go to Mexico.

Have you ever heard about Nafta ou European Community?
No one is comparing US, MEXICO, Canada and whatever.

I really don't know which need for self confidence guides people to post answers on a forum playing the role of the smartiest people in the world. Unfortunatelly, this attitude is quite commom on this forum. If you really intend to help, why not trying to be a little more humble? rsrsr Relax, there is nothing up to be proved here.

Mexico allows USA Visa holders to go into the country due to other factors not comparable to NAFTA or EC.

Mexico asks for Visa for many countries due to the fact that they were using Mexico as a way to enter illegally to the US (the USA forced Mexico to require a VISA and the Mexican VISA is famous for being as tough as the USA one). As this holds true if the US has already considered you are allowed to visit their country then the Mexican VISA loses its purpose. Mexico has little to no immigration problems whatsoever.

I think it happens to people who do not want to believe what they are told. They would like to get an answer in their favour but not a reasonable answer based of knowing the rules. And when these people do not hear what they are told they got teased and then again, of course, are not happy.

Yes. Any document that proves you are allowed into the USA can be used instead of a Mexican VISA:
