Do we need to submit Additional dependants declaration for parents.

Hi,

I am applying PR under CEC category for me, my spouse and my child (3 years).

Do I need to submit "Additional Dependants/Declaration IMM 0008DEP" form with my parent details.

The reason I am asking is because I saw the below statement in the application guide which says that we cant sponsor family members at a later date if they are not listed on your application.

Below is the extract from application guide.
Important
You must list all family members in your application for permanent residence, whether they are accompanying you to Canada or not. You must also provide details on family members whose location is unknown (including those missing or presumed dead). If you don’t, you will not be able to sponsor family members at a later date if they are not listed on your application.

Parents are NOT family members in CEC applications. The application guide says that

Your family members include your spouse or common-law partner, your dependent children and any children that are their dependent children.

Parents are listed in IMM5406E (Additional Family Information), but they are NOT your dependent and you don't list them in 0008DEP.
