Do we need a police certificate from Canada for an inland application?

We linked the application to the online account and got the request for schedule A and Police certificates.

The applicant has only been in Turkey(her home country) and Canada. We got the police certificate from Turkey.

But it says

At this time, you need to provide a police certificate for:
1) The country where you currently live, if you have lived there for six months or more;
and
2) The country where you have spent most of your adult life since the age of 18.

She has lived in Canada for more than six months.

Does that mean she needs a police certificate from Canada? Is this a Criminal Record Check?

No, a PCC is not required from Canada.
