Do we file taxes for years that we have not lived in Canada (did short landing for PR)

We got our PR in Oct 2017... did short landing then (stayed in Canada only for 3 weeks)
Now we are back in Canada for good (From July 2019). NOte our PR cards are from Oct 2017.

Do we file taxes for year 2017 and 2018 ?

Keeping the citizenship application in mind, can someone help guide please

I do not think this is a concern, if you only came back to Canada in July of 2019 then you do not have enough days in Canada to apply for Citizenship at this time.

You have to account for Tax's in Canada for the immediate 5 tax years prior to applying for Citizenship or declare on the form that you were not required to file taxes, that would require you not to have obtained a Social Insurance Number (SIN), if you have a SIN you are obligated to file a tax return for each of the years you have held the SIN. On the form you will also check a box which allows IRCC to search CRA for tax records.

No you don’t need to file taxes for 2017/2018. You were not a resident for tax purposes if you only did a short landing and got a SIN and PR card and returned home.
