Do returned PGP applications have files numbers or new deadlines?

Say somebody's application got returned on May 24, would they be given a new deadline or they would just be screwed?

Deadline for what? If IRCC return the whole application package as "incomplete" it's as if it was never submitted/received. No record of it will have been made.

Get it right first time? You could try resubmitting it, as you would have absolutely nothing to lose.
