do PNP categories tend to change a lot after many years?

I am a BSc student at one of the canadian universities, and I am planning to pursue my MSc and PhD in Canada as well. I have heard that if I get PhD in accredited Ontrario University, I can easily immigrate to Canada through Ontario PNP (apprently Ontario just came up with this new PNP category for PhD graduates in April of this year).

Now, it will take about 9 years from now until I get my PhD; will there be a lot of change in ontario PNP system throughout this 9 year span? Is it likely that this new category for PhD graduates be abolished after the 9 years? or are the PNP categories pretty stable once established?

PNP in itself is pretty new. There is no way of knowing if PNP immigration classes in certain provinces will still be around in 9 years time. I think you should go ahead with your studies and worry about the immigration later. Unless Canada goes bankrupt or something, then there will always be some immigration class you can fit under.
