My wife is applying for a TRV visa. The TRV application is asking for proof that my wife is only going there for a temporary visit, and is asking for documentation to prove this. Example documentation suggested is an air ticket which will take my wife out of Canada and/or hotel bookings.

Do I really need to purchase these in advance ? What if she isn't able to get the visa ? In that case money spent would have been wasted.

No - don't purchase tickets in advance. (You shouldn't purchase tickets until you have an approved visa.) Provide a travel itinerary instead (i.e. the flights you plan to book should the visa be approved).

But CIC has given an example that I need to provide return flight tickets to show that my wife WILL leave Canada ... isn't that an indirect signal that that's what they expect ?
 
You will need much more than a plane ticket. Proof of a longterm job that she will return to, proof that she is caring for family members, property in her name, important commitments that prove that she will be returning to her home country like trip scheduled with home country departure, etc. Don't book a plane ticket but if you insist on doing so make sure it is refundable.
