Do I have to provide a birth certificate to use MPNP?

Could anyone tell me whether I have to provide a birth certificate to use MPNP?
Will a national ID be acceptable?

I know this certificate is on the checklist, but it is very difficult to get it in my country.
This is the only document I can't provide...
So...
I am wondering if there is anyone who has got the nomination without it?
