I had previously obtained an ECA for my Bachelor's, and recently graduated from a Master's degree program. Doing the translations, etc. for a new ECA will take a long time and cost a lot of money. I have enough points right now (405) to try to get an Ontario nomination.

Do I *have* to get a new ECA for my Master's? Or could I just re-submit my EE info to try to get an Ontario PT right away? (I've never gotten the PT because I'd submitted my EE form back in January)

Totally your call if you prefer to go the PNP route. However, you must go for additional ECA if you chose to claim points for your masters degree.

Having been qualified and getting the PT are two seperate things. It is not a gurantee that you will get ontario nomination, so as per me that score is not good enough. The thumb rule for getting an ITA is to stay ahead of the game and increase your score. I have seen people going as far as learning french and grabbing those precious points aswell. In you case you have good opportunity if you assess your masters degree.

ECA will cost you less time and money compared to ontario pnp process.

Unfortunately for him, getting ECA for his masters wouldn't fetch him the points required to land him a direct ITA, however getting a province nomination would. He may have to combine --getting ECA for his masters, with re-attempting his IELTS test in order to stand a fighting chance for a direct ITA.

@ Ziode, what's your IELTS CLB like. Have you considered the option of maxing out on language points?

I would absolutely recommend you get ECA for the masters. Here's why;
1) You get more points for Master's than bachelor's
2) You stand the chance to get up to 25 or more extra points in skills transferability section (Master's + CLB9)
3) There is no Guaranty then you get Ontario PT

You can resubmit your EE profile, if you don't get PT in 10 days, i would advise you get the ECA done.

I have seen in WES, there is an option to upgrade your assessment for any new degree completed on top of your already assessed credential. It must cost 100$. I am not very sure of this information. I would suggest this option.
