Do hours worked on expired SIN count towards work experience?

I jus have a query whether the hours, while we are working on expired SIN, are counted towards our Canadian Work Experience?
Or do they really start counting the hours after we get our PGWP/Work permit?

Please help me out.

I mean the time period while we are waiting for our oermit to come in. The time of implied status.
