Different destinations for first land and long stay

I am expecting to be a new resident and would like to enquire about port of entry and duty free arrangement for later shipments.

I am from overseas and would be getting my COPR soon. I will do a first land in Vancouver, and plan to have long stay roughly one year later on Toronto.

Questions are:
- would my PR be valid if first land and long stay are of different destinations?
- most shipments of my family belongings would come when we settle in Toronto for long stay. Should i get any authorised letter for Goods to Follow when I first land in Vancouver to be granted duty free for later shipments? Can this be processed at Vancouver airport when i enter? Want to make sure I can be entitle to duty free.

Canada won't need your authorized letter. You can land in one airport/city and settle in another.

Thanks a lot! So I still fill in the Goods to Follow B4 form and pass it to Vancouver airport customs to chop, so that I can get duty free for shipments entering Toronto 1 yr later?
